First, create a new document & fill the background with a middle grey,
like below.

Next, we are going to use the Noise Filter to add some grain to it. Go to
Filter -> Noise -> Add Noise. Set the Distribution to Gaussian &
check Monochromatic. I usually set the amount to about 15%.

Now, we can give it the metal look. We are going to use motion blur. Go to
Filter -> Blur -> Motion Blur. Now set the options to Angle = 0 and
Distance = 999. You should get something like below.

Now we are going to give it a little detail to make it more realistic. Go
to Image -> Adjust -> Levels. The adjustment will be different for everyone,
but this was what mine looked like.Voila, you are done.

You can add some additional effects to make this look kinda neat. This was
something I whipped up real quick to show some other effects you can add.
